GeoQ is an open source tool that crowd sources geospatial questions, structured observation collection formats, analytical metrics, common workflow for collaborative coordinated response.
Our goal is to create a community of open source users and coders to promote readiness, response and recovery efforts worldwide.
Projects store related geospatial jobs and are usually grouped around major events. Jobs are geospatial work that can be assigned over large geographic areas - like a city, coastline, or island. Workcells are geospatial tasks assigned to a single user to complete. Examples: Look for Flooding, or Count Damaged Buildings.
This system is for test and evaluation only. All projects, jobs, and workcells are notional.
Project Description: Testing sUAS response and deployment to assist local, state, and federal agency requests in support of direct response and recovery efforts during a Hurricane event. Testing process to manage the Federal Aviation Administration E-COA sUAS authorizations for drone operators supporting the response and recovery for Hurricane response. The authorizations cover a broad range of activities by local, state and federal officials who are conducting rescue operations, damage assessments of critical infrastructure, homes and businesses to help target, prioritize and expedite recovery activities. Some additional uses include: survey damage along a major rail lines, damage to facilities housing potential hazardous materials, fuel tanks, power lines, and other critical local power grid components. Local fire department and responding agencies may utilize sUAS to check for damage to local roads, bridges, underpasses, water treatment plants, and other infrastructure to prioritize repairs. Environmental agencies reviewing impacts of flooding and drainage, and cell tower operators to conduct damage assessments of structures and associated ground equipment. Assistance to damage assessments of residences and businesses to speed up the claims process. In the past sUAS operations have been used to support media outlets are to provide ongoing coverage about the damage during the hurricane and subsequent recovery.
Project Description: Hurricane Harvey is an active tropical cyclone that is causing unprecedented and catastrophic flooding in southeastern Texas. It is the first major hurricane[nb 1] to make landfall in the United States since Wilma in 2005, ending a record 12-year period with no major hurricanes making landfall in the United States. Harvey is also the first hurricane to hit the state of Texas since Ike in 2008, and the strongest to hit the state since Carla in 1961. In addition, it is the strongest hurricane in the Gulf of Mexico since Hurricane Rita in 2005 and the strongest to make landfall in the United States since Hurricane Charley in 2004. GEO Huntsville is providing GeoQ support and imagery integration with the FEMA Uploader. Goals include: generating CAP job areas of the area of interest (AOIs) and report real time status of Tasking and Collection as well as Processing, Exploitation, and Dissemination (TC/PED) of the imagery collected during the exercise; Image processing and geolocation will be accomplished using the current version of the FEMA Uploader giving users ability to see the embedded images, geo-referenced in GeoQ. Disseminate of geolocated imagery on the map throughout the response chain, will give Incident Command System (ICS) instantaneous access to view the imagery for use in their respective organizations. Ground team imagery provided will be incorporated into the workflow and exploited out through GeoQ. In addition to these tasks, the team will be working to discover new methods of capturing and geolocating imagery to the terrain using OpenSensorHub and image draping techniques.
